If the Network Time Protocol (NTP) is configured on two units already configured in High Availability (HA) mode, the systems may both repeatedly attempt to assume the Primary role, sending repeated ARP messages. The workaround is to reboot the current Primary unit; then, after the Secondary unit assumes the Primary role, reboot that unit.
