OAIP_init

To allocate any memory for IP initialization, use the memory tree passed in as an argument to the OAIP_init call. This memory should be freed in OAIP_exit. Save a reference to the memory tree in the handle associated with the IP Initialization. Do not free the memory tree that is passed in as an argument to OAIP_init.
