Purpose: Attempts to decode a previously-encoded string.
Uses OpenEdge.Net.HTTP.PercentEncoder:Decode() to perform the decoding
@throws AppError If the encoding is malformed
Parameters:
pData CHARACTER

Returns LONGCHAR
