If you use Windows, you can create a parameter file using the Data Administration tool.

Follow these steps to create a parameter file in Windows:

Select Start > All Programs > Progress > OpenEdge 11.6 > Data Administration.

Select Utilities > Editor for Parameter Files.

Enter a fully qualified filename with the .pf extension in the Parameter File field, and then click OK.
