not overlapping fact

“not overlapping fact” allows the user to represent phrase ranges that the facts should not be found within or overlapping.

This allows, for example, if we were looking for people using a person entity type, to have a exclusionary list of people who you do not wish to have returned. They could be represented in a taxonomy - and we would point the “not overlapping fact” at this taxonomy.
