The CONTENT XML entity

This is very similar to the rulebase xml entity.
However no-one is quite sure why this entity was used - the rulebase entity (or something similar) is required in some cases since XML syntax requires a single root entity - however why <content> was used is unclear.
All historic rulebase files have the <content> entity and so CS will process this entity (and ignore it except for inheritance of attributes).
